Build It and They Will Come. Maintain It and They Will Keep Coming.

Ongoing trail maintenance challenges should be understood primarily as a governance and impact realisation issue, rather than an operational failure or asset management challenge. In many cases, responsibility for trail maintenance is transferred to operational areas without clear accountability for long-term impact and value realisation. As a result, maintenance is often treated as a discretionary operational cost rather than a core enabler of the intended public value of the investment. Contemporary research on project success and governance shows that delivery of infrastructure alone is insufficient to achieve lasting impact. Long-term value depends on governance arrangements that extend beyond project completion and actively steward benefits over time.
